Document tools gather what you already have into one shareable file. The most common job is collecting a few phone photos into a single PDF, because institutions usually ask for one file rather than several.
These tools build the PDF inside the browser. JPEG data is embedded as-is, so no server sits in the middle and the file does not grow for no reason.
